Somebody just asked for proof of your safety program — a general contractor's prequal packet, an insurance carrier at renewal, an OSHA compliance officer, a federal contracting officer. 3P Safety Consulting exists for that moment and, better, for the year before it. We audit safety programs, build the written documentation OSHA requires by name, develop project-specific plans, and pressure-test it all the way an inspector would.
This is advisory work by people who still work. The 3P Safety family delivers training, inspections, and staffing to more than 1,000 companies — the consulting arm brings that field experience to your paperwork. We don't sell binders; we build programs that match your actual site, because the gap between the two is where citations live. Need crews trained instead? That's our sister companies, 3P Safety Training and 3P Safety Heavy Equipment. Need a safety professional placed on your project? That's 3P Safety Staffing. Advice lives here.
What We Deliver — The Advisory Catalog
Eleven services, one standard: documentation that survives the reader you least want reading it. Everything below is scoped on a free call, quoted as one number, and delivered on-site, remote, or blended — whatever the work actually needs.
EM 385-1-1 & the Federal Standard
Winning USACE or NAVFAC work means meeting EM 385-1-1 — a manual stricter than OSHA, with an SSHO requirement and an Accident Prevention Plan that get read line by line. Our founder has delivered on federal contracts where that reading happens, and our SSHO program advisory helps contractors build the program before the government asks where it is. Need the actual SSHO placed? Our sister company 3P Safety Staffing handles placement — we build the program the person runs.
Why 3P Safety — Who's Actually Advising You
Most consulting firms lead with logos. We lead with the person. 3P Safety was founded by Patrick Salazar — an OSHA 500 authorized construction outreach trainer who is also a working NCCCO-certified mobile and tower crane operator, certified crane inspector, and lift director, in the field since 2005. He built his career in the most documentation-heavy corner of construction, including federal contracts where the paperwork is the project. That's the standard behind every audit finding and every program we write.
- Working professionals, not career consultants — advice from people who still run the work they advise on
- OSHA 500 credentialed leadership — the construction outreach authorization behind the curriculum and the audits
- Federal-contract documentation experience — EM 385-1-1 work where records get read line by line
- 1,000+ companies served across the 3P Safety family of training, inspection, staffing, and advisory work
- No vendor lock-in — every deliverable is written so your team, or any provider, can execute it
- One family, clean lanes — consulting advises; our sister companies train, inspect, and staff
Anywhere You Operate
We're headquartered in Goldsboro, North Carolina, and we work where you do — audits and mock inspections on-site in all 50 states, written programs and plans delivered remotely everywhere. About half the country runs its own OSHA-approved state plan; our work maps your program to whichever rulebook owns each of your sites.
Frequently Asked Questions
What does a safety consultant actually do?
We answer the questions your safety program gets asked by outsiders — before the outsiders ask them. In practice: auditing programs against the OSHA standards that apply, writing the required documentation site-specifically, building project plans reviewers accept, and simulating enforcement visits so the real one isn't the first one.
Do you work on-site or remotely?
Both, by design. Audits, mock inspections, and site assessments happen on-site — you can't audit a practice layer from a desk. Written programs, SSSPs, and plan development are delivered remotely with document intake and review calls. Most engagements blend the two.
Are you attorneys?
No — we're safety professionals, and our work is professional safety guidance, not legal advice. When potential legal exposure is part of your situation, involve your counsel in structuring the engagement first; we work inside those structures routinely.
Can you place a safety manager or SSHO on our project?
That's our sister company, 3P Safety Staffing — placement is their lane. Ours is the program: building it, auditing it, and making its documentation stand up. The two work together constantly, and one phone call reaches both.
How does pricing work?
Every engagement is scoped on a free call and quoted as one number — travel included where on-site work applies, no hourly meter running while you decide. Request a quote through the contact page or call (252) 274-0583.
How fast can an engagement start?
Scoping calls happen within a business day or two, quotes usually same-day after that, and the schedule builds backward from whatever deadline is driving you — a prequal submission, a mobilization date, a citation response window.
